Richard Foster Waters was born on 15 June 1849 in Coshocton County, OH, the son of Allen Watters and Frances "Fannie" Foster, his second wife.

Richard Foster Waters and his half-brother, John William Waters, enlisted at Coshocton on 2 May 1864 for 100 days.

They were mustered in on 13 May 1864 at Camp Chase, Columbus, and were assigned to Co H, 143rd OVI, under Capt. James Ririe. He was assigned as a Private while his half-brother, John William Waters, was assigned as 1st Corporal.

Richard Waters, was reported sick at about the same time as his half-brother, but fortunately survived. He returned with the regiment to Camp Case on 5 September and was mustered out on 13 September 1864.

About 1867, he moved with his mother and some siblings to Scotland County, MO where he married where he married Jane Hogue on 17 March 1870, with whom he had eight children.

Sometime before 1880, they had moved to Nebraska. When he died on 28 Jul 1919, his obituary stated he had lived on a farm at Odessa, Nebraska, where he had "spent the greater portion of his life."
